which is the right way to add a ppa in debian repositories ?

Which is the right way to add a ppa in debian repositories via command line?
I proceed as is shown in :

But command

sudo add-apt-repository ppa:some/ppa gives me error.For example:I tried to add follow ppa

http://ppa.launchpad.net/blaze/test/ubuntu/pool/main/q/qupzilla/ after have installed : software-properties-common python-software-properties.Writing down in the command line :

sudo add-apt-repository ppa:http://ppa.launchpad.net/blaze/test/ubuntu/pool/main/q/qupzilla/gives me error: The website cannot be found/arrived ... (something like this.For the moment I am way from a Sparky Linux machine)
Adding qupzilla ppa was just an example;but generally:how to add in the correct and easy way a ppa in debian depositories by command line?

Any idea?

I have never tried this, but here is what the Debian wiki says about it;
