Tell me how did you install the kde?
Via sparky kde iso or minimal iso?
32 or 64 bit?
Did you use Sparky Installer or Sparky Advanced Installer?
The latest 4.3 image or older?
I installed from a new 32bit Sparky 4.3 kde iso, but I can't honestly remember which installer I used.
I suspect that I probably made some mistake while installing it, so I'll download a fresh iso and try again.
I will, of course, inform you of the results.

I'm sorry to report that the situation remains the same.
I first booted the KDE 4.3 iso into a live environment from a usb drive and still couldn't install rootactions.servicemenu from inside Dolphin; or rather, rootactions did install but nothing showed on the right-click menu. I then downloaded a deb file of rootactions.servicemenu and tried to reinstall it from that - but still no joy, either as live user or root.
I then installed on SSD using advanced installer, and repeated all the actions I did in the Live environment - but still no joy.
This is the first time that I've been unable to install rootactions on KDE, so I can't think what I could be doing wrong.
I have another installation of KDE by SolydXK on another machine, but that came with rootactions already configured in Dolphin.
I would really like to know if anyone else is experiencing this issue - or is it just me?
