Can't be, sorry.
It's for Squeeze - too old.
Sid's package is for m68k CPU only.
Nothing is easy as it looks.

I can't find the package in Ubuntu or Debian repos.
A project site?

according to ubuntu manpages it's a 1997 project whose site is -oddddly- offline;
there's this github link for a modified version of the project https://github.com/leonid-shevtsov/tleds
and i could find this deian repo, where is a tar.gz as well http://ftp.debian.org/debian/pool/main/t/tleds/
and there's an rpm as well which maybe alien can install
