Probably it could be.
But..
I manage 18 sparky versions now and I don't have spear time to make another one.
Anyway it's too heave to me as well as GNOME and KDE.
But...
If somebody would like to make Cinnamon or other community edition I can help with that.

There is no official Sparky Cinnamon, but its easily accomplished.  I did it last summer.  All the necessary packages are in the Debian repo now.  I installed from SID last summer (now in Testing as well, no need to get from SID.!.) and all has run near perfectly since then.
I installed on top of Sparky XFCE, but will work for other Desktops as well... ;)
